Some Adobe apps may require an Adobe Creative Cloud for all of the features. They work well with a stylus as well. The Sketchbook and AutoCAD series of apps are both very useful and powerful applications for designers and artists. The Sketchbook series of apps have also done well on mobile.

These are all fantastic stylus apps! There are a few apps in the collection, including instructional apps for kids, pixel art, and and a general tutorial app. Drawing is doable with a finger. However, these are much easier with a stylus. However, they don't have any in-app purchases or ads to otherwise bother you.
